Pirates In Open Space

The year is 2165. Although the United Nations is considered to be the planetary government for other races throughout the galaxy, all the original nations have retained their governments. These governments, in cooperation with large corporations, have colonized other planets both in our own solar system, and those in other star systems. On the frontier of human settlements, life is like a modern-day version of the Wild West. Pirates openly attack vessels, and each nation has its own navy to protect its colonies.

There is a loose alliance of pirate militias called the Phoenix Corps. Its flag, a red phoenix on a black background, strikes fear into the hearts of colonists. They are also known to be black birders, slang for slavers, capturing innocents, usually women and children and selling them as slaves. Although highly illegal even in the 22nd century, it still happens.

To stem this tide of lawlessness, the naval forces of the various nations of Earth joined forces many decades ago. They have driven the Phoenix Corps back to the fringes of human settlement. Captains of Earth naval vessels have executive powers to hold trials aboard their ships, but have been known to blast pirate ships to scrap metal without asking questions.
